Study of the 1949 Recall Election, by Ralph J. Kenyon. January 6, 1950. Mr. Kenyon was a student in Public Administration at the University of Michigan. This document is his Thesis. The recall of the City Commission occurred because the City Manager fired the popular Police Chief. (Acc #2001.061.04)
